On June 23, 1949, the Yanbei Prefectural Committee submitted to the Provincial Committee for approval to send the first County Party Secretary to Youyu, who had just been liberated. Youyu County is located in the northwest border of Shanxi Province, at the mouth of the Mu Us Desert. It is a barren land plagued by wind and sand, with barren mountains and rivers, and the people's lives are extremely difficult. On October 23, 1949, 23 days after the founding of the People's Republic of China, the first county party secretary presided over a county-wide cadre and mass meeting at Fengshentai in Youyu. At this meeting, he issued a call to "plant trees and control sandstorms." The secretary of the county party committee, who had just come from the battlefield, said sonorously and forcefully on the windy and sandy Fengshen Platform: If Youyu wants to be rich, he must live in the wind and sand, and if he wants to live in the wind and sand, he must plant more trees. This is the first time an order for afforestation has been issued in the barren land of Youyu. Once this order was issued, it has been accompanied by the footsteps of the Republic for 68 years.
