In May 2001, Jingzhou Municipal Party Committee Secretary Quan Sheng’s wife Gao Yaju, daughter Qi Xiaoyan, and Municipal Party Committee Standing Committee members Lin Yida and Bai Keshu were simultaneously censored by the provincial party committee overnight. The person responsible for investigating and handling the matter is Liu Chongtian, the former mayor of Jingzhou and current deputy secretary-general of the Provincial Party Committee. When Liu Chongtian and Quan Sheng were forming the team, they had sharp conflicts over how to plan and construct Jingzhou, resulting in the situation of "one city, two systems" between the municipal party committee and the municipal government. Quan Sheng went to the Provincial Party Committee to demand absolute power in order to achieve his iron will to achieve greater glory.
