Overview
In 1946, Cheng Qiang led his department to take over the Harbin Pupman Police Station and became the director of the Public Security Bureau. At that time, Harbin faced double pressure: the Kuomintang entrenched in Changchun could attack Harbin at any time, and hidden enemy organizations, bandit bullies, Japanese and puppet personnel and even rogues were waiting for opportunities to cause trouble. Internally, public security cadres come from all over the world and have different working ideas and methods. They often have disagreements when encountering specific problems.
