March 2006. One day, a man comes to Hideki Haijima (Tomohito Yashima), a young and skilled lawyer who runs the Haijima Law Office, requesting legal representation. The man's name is Kenzo Seto (Hironobu Nomura), and he is a member of the Chiba Prefectural Assembly. The town of Kamigaura in Chiba Prefecture was chosen as the venue for the ``Tokyo Bay Marine Expo,'' which is being promoted by the national government and Chiba Prefecture, but local residents opposed the move, calling for protection of the local environment. Although the residents filed a lawsuit against the government to have the plan canceled, their lawsuit was rejected in the first instance. Seto asks Haijima to represent him in his appeal, but Haijima and his friends decline the request, saying they cannot expect compensation in return. However, immediately after that, another request comes in from Ryuto Hayami (Hidekazu Nagai), the president of an IT-related company. Since the planned site for Hayami's theme park project overlaps with the planned site for the ocean expo, Hayami secretly asks Haijima to destroy the expo plan, threatening a reward of 100 million yen. The Haijima Law Office, which readily accepts Hayami's request, pretends to accept the request of the residents of Kamigaura Town, uses the environmental protection movement as a shield to get public opinion on its side, and plots a scenario that will force the cancellation of the ocean exposition. The story progresses steadily, with the prefectural assembly members promoting the exposition leaking scandals to the media one after another, and the assembly members promoting the exposition also being taken advantage of, but Haijima identifies his late mother with Yoshiko Ashikawa (Yuriko Ishida), the representative of an environmental protection group, and wonders whether it is really okay to betray the residents. Haijima's subordinate, who was completely devoted to him, leaves Haijima, and Haijima is forced into a predicament. Wandering around town aimlessly, Haijima runs into Director Okita (Miki Maya) of the Metropolitan Police Department and they have a drink at a bar. When Haijima returns to his office, he sees the email sent from Okita on his laptop and learns of the conspiracy behind this trial...
